Fulton Hogan trusts CS-VUE to stay compliant and keep NZ moving.
CS-VUE delivers customised management, in-depth data and local insight
For more than 90 years, Fulton Hogan has led infrastructure in New Zealand and Australia, while being committed to a sustainable future, innovation and connecting communities.
With more than 100 locations and over 10,000 staff, Fulton Hogan delivers high quality infrastructure to improve the lives of people in New Zealand and Australia. To keep operational, Fulton Hogan needs each site to stay compliant and up-to-date with resource consents. This is crucial for minimising business and environmental risk, while maintaining the organisation’s social license to operate.
It’s a daunting task that simply can’t be undertaken without the right tools. That’s where CS-VUE comes in.
Compliance essential for keeping NZ up and running
For the largest quarry operator in New Zealand and one of the biggest asphalt providers, compliance issues with a site could have major financial and environmental effects on Fulton Hogan and the wider community.
If a site was shut down due to non-compliance or error, there would be a real knock-on effect on the country’s infrastructure. Fulton Hogan plays a major part in supplying and maintaining everything from concrete to fresh water for critical roads, bridges and railways.
As National Environmental Manager, Dale Eastham oversees company-wide compliance and environmental performance.
Before Fulton Hogan, in Dale’s “pre-CS-VUE” world, he relied on health and safety-focussed software. This software wasn’t designed for compliance management or legislation—its functionality didn’t fit the job. This meant using it was unwieldy, required manual data manipulation, and increased the risk that something would fall through the cracks.
“You have data living in a system with other data you don’t want. It can be very hard to separate that for reporting purposes. Extracting useful data and tracking progress becomes very difficult. It can be done, but it’s usually very time-consuming.”

Increased risk visibility, fit for purpose
CS-VUE is not only built-for-purpose compliance management but is also designed for New Zealand law. Fulton Hogan doesn’t have to adapt to software designed for international legislation. CS-VUE gives Dale confidence in knowing that consent records and relevant data are complete, accurate and accessible at all times. He also has better risk visibility, which minimises the likelihood of missed deadlines or errors.
It provides accurate data and information, which enables the company to better manage processes and compliance with local communities.
“You’re talking about a large amount of both environmental risk and financial risk on the table. That’s what CS-VUE is ultimately there to help manage,” he says.
Alerts tailored to each site and role
Fulton Hogan sites operate with a fair degree of autonomy. While Dale can oversee compliance across the organisation, CS-VUE lets site teams tailor dashboards and reminders to their exact responsibilities. They get only alerts relevant to them, while senior management can generate full reporting.
“I can oversee all of it and get record keeping and reports, but they upload their data and stay compliant that way,” Eastham says.
Simplicity, automation and transparency
Using CS-VUE’s cloud-based platform, Fulton Hogan’s environmental data and consent information are readily available. This reduces the risk of missing deadlines for consent renewals or data discrepancies – even years after key staff have left the company.
“We will buy, develop and operate a quarry on a decade basis, as a minimum … that means you’ve got multiple people who will be running that quarry,” says Dale. “You’ve got that track record there, which doesn’t get left in somebody’s drawer when they move. It’s online in the cloud.”
User-friendly system gets staff up to speed fast
At Fulton Hogan, Dale is confident the software can be used by anyone who needs it without time-consuming and complicated training. The software is “intuitive enough and simple enough” that even those unfamiliar with it can access what they need.
“The ability to store larger documents is also very valuable,” he adds.
“Very secure in the way it operates”
CS-VUE lets Fulton Hogan separate the data securely, so if it wanted, it could allow regulatory monitoring staff to access relevant areas. It could open compliance records in some parts of the cloud-based database while keeping other information confidential.
“It’s very secure in the way it operates.”
CS-VUE saves valuable time
While Dale can’t give a specific number for the time he saves each week with CS-VUE, it’s “absolutely hours.” With previous software packages, finding the reports and data needed required time-consuming manual admin—and, as Dale says, it’s still not up to scratch.
“You’d be taking your standard report, then running another report on that report, then you’d have your answer. But it still leaves you with risks and questions.”
With CS-VUE, Dale’s job is much faster and simpler, and he has confidence the risks are well managed.
Transparency and value
With CS-VUE’s cloud-based software, Fulton Hogan can access its records and compliance history anytime from any site or sector. This means it’s always ready to have conversations with local communities or regulatory bodies.
“We can prove that we’re being compliant and responsible, and that’s really valuable,” says Dale.
In a previous role, Dale was responsible for implementing CS-VUE. He was confident he made the right choice then, and he’s still confident.
“Now, at Fulton Hogan, this is a complex business and I’m still confident that, in New Zealand, it’s the best software package I’ve seen.”

The Result
“We got a phone call from a regulator saying they had had a complaint about a particular project. They wanted to check compliance with the consent conditions and gave us a consent number. By accessing CS-VUE it was easily determined that it was the wrong consent number. We gave them the right one and forwarded the compliance information associated with it. That happened
in a matter of minutes instead of what would have been days with a paper-based system.”
“Previously, if we wanted to know whether we were legally compliant on a consent, we literally had to go to the paper records and dig that information out. That digging was a very onerous exercise and not particularly transparent to those involved because they couldn’t see what historical information was on a consent.
With CS-VUE we can now instantly determine the state of compliance, and do things like ensure the draft conditions coming through from the regulator are consistent with previous ones, so there’s no growth in complexity or inappropriate consent conditions.”
“CS-VUE is a part of what is essentially an award-winning programme management system.”
“We’re setting the benchmark for this stuff and this software is very much a part of that benchmark. It adds incredible data management because we were talking about legal activities here – potentially illegal activities if you’re not doing your job right.”
